i try this all nothing helps.
if there are under 200 players online I have a good framerate. as soon as more than 300 online I have stutterlag.

Yes, because your computer is absolute garbage. Sorry but there is no escaping the fact that you have a door stop and are trying to use it to game. Regardless if this game is old or not, your computer is bad. No tweak in the world is going to help you other than tweaking your wallet open for a decent rig.
