(WH) ID a pistol

So, yesturday a fellow WH had this Blue con pistol with a chance to debuff armor for 880 for like 6 sec? Not sure. I thought it said Judgement but I had a few beers and NO glasses on heh my old ass eyes dont work well. I thought it might be an Epic quest weapon but i could not find out anything.. Any Help would be super............ and i am not lv 40 yet so i dont know if its still a viable item to use of Sub weapons or SC wep....

it's one of the epic quest weapons from T4

It is called Judgement.

Here is my armory link (don't laugh he's an alt) but it does not show the armor debuff proc.
