What does BW Pyroclastic Surge mean? What is his effect? How to use it?

Well, pyro in this context means fire, clastic is a term for detonating rocks composed of older pieces of other rocks, and surge is a sudden powerful movement, usually upwards.

Which is why the animation looks like a volcano just erupted under the victim.

I saw the skill description but I don't understand

it's an attack that deals damage.

If you have a Hex on you; i.e. a debuff of classified as a Hex, you will also suffer from a 50% increase in your ability cast times. If an ability normally takes 2 seconds to cast, it will now take 3 seconds to cast. Instant casts now take half a second.
