Retaking quests

Hey guys!

I was wondering why after the lastest patch there now a CD on lvling quests? For example if you drop a quest you will have to wait around 5 mins to take it again. Is it intentional?
Dobroz - AM 40|71

Yes. People were abandoning quests to exploit the quest mob XP gains.
