Liniment drops - tied to difficulty?

I noticed a strange occurrence farming for butchering mats.

When I take my Destro lvl 200 butcher to the Poisonwing tunnel in Black Crag (which is in an order area) I found I farmed a lot of armour scales as usual, but also a good amount of Liniment ingredients. I'd say the liniment drops where about 30%'ish.

I log on my Order lvl 200 butcher and repeat the farm over the same time period and I never got a single liniment ingredient drop. Lots of useless Fang Lord's Blood and some armour scales, but not a single liniment drop. RNG?

Anyone know a good area in Destro-land where a lvl 200 Order butcher could try to farm ingredients and see if I get liniment drops.

Try KV just outside Cap 22 of Greenskins, there're many basilisk for 200 armor scales and i get liniments there.
