Frame rate

Hi Anytime I am in a wb on a keep lord with graphic setting to oh shine my fps goes to 10 and at some point I will crash to windows. Any ways to fix this or make it better
My pc is a ryzen 1600
16gb ram
gtx1080Ti
windows 10

I can not play the web server I get in red and the login server in yellow
