Shambling skully

Please tell me the choppa shambling skully drop/get location. In game one ppl said its a pve gear.Maybe PQ inf gear?Or lair boss drop?

Could you give exact detail about it how to acclaim?

Shambling items are T3 RvR lair drops in BFP.
