Am I supposed to start off in the Chaos starting zone as a greenskin?

Ya. That's not a bug. You can use your book of binding to start in the greenskin zone.

race should start with in their locations and not all in one... book use if someone wants to move to the chaos zone at the start and so begins each in its..cose elf green empty

It was like that on official server at the beginning. It changes when servers start to become depopulated. Begining all at the same area ( Chaos/Empire ) gives the possibility for players to play together.

If we were 1000+ connected, why not, but if population is low, the best way is to regroup everybody in the same area. The binding book gives you opportunity, if you want to move on your racial start location.
