that's similar to the problems old system had, that way lock would be just impossible if any loosing faction will not join sc or not make skirmish.
I can agree flag max =70%
but it should not be a 10% max from player from skirm nor from sc, both should able to arrive at that 30%, also keeping all the flag should increase 1% each 1-2 min maybe?
And just remove pq contribution at least for now (so we can test lock, cos it assured it will bug id done it on official too so) cos pq do not work and that part in future should be submitted to poll, as it was the main problem of old lock system and also stupid.

Quick, dirty testing, I've found that you sometimes can't use the flight master if you've got a mount in your backpack (at least this was the case for me).
yes it's not from this patch, several mount bug occur, if happen to not be able to use FM, so if you previusly used a mount, the best thing to do is re summon it and making fade it, if still not work close and re open war
