Won't find server or anything

Running into a problem trying to run the game for the first time since I uninstalled it months ago. I downloaded & installed it. I placed the launcher in the Warhammer Online - Return of Reckoning folder. I run the game and get the following error.

I read the posts on here and followed the instructions to rebuild performance counters. Nothing changed. I did the lodctr /e:PerfProc function and it did nothing as well. I have downloaded & installed this game 3 times to full now and the last time I extracted the rar into the downloads folder without even moving it and still got this error. What is going on?

I would try the following

- make sure that all the launcher files are in your Warhammer folder
- move the Warhammer folder out of the user profile path (for example to c:\program files (x86) )
- right click the Warhammer folder, click properties, remove the write protected flag from the folder and let the setting get inherited to all the subfolders and files
- make sure you stopped all processes that could hold files in that folder (for example your torrent downloader etc.)
- always start the launcher and the war.exe as an administrator. right click the .exe -> properties -> compatibility -> run as administrator
