I have the problem, that my tactic bars (yes plural - i mean all of them) always become empty whenever i relogg.. similar to the skillbar#1 resets or so maybe?

I rolled an AM just today, have all (!) tome tactics available but not the common ones...

Had the same issue, managed to make it stop by locking the skillbar when logging off.

I have only WE on destro side, so I dont know how about other destro chars, but I found equiping one dagger, all tactics are presented and I can put tactic in to my tactic slot. If I equip second dagger, tactic slot get bugged and shortened in to 1 tactic + 1 tome slot and I cant put my tactic in to the slot. Strange. Switching to other tactic presset doesnt help.
