Medallion awarding Quests

How many exactly are there? One per T4 zone I imagine, so that would be 9, great. Correct me if I'm wrong please. Are there medallion awarding quests in T1, T2 or T3 as well?
Finally, where do you deliver the T4 medallion awarding quests now that there are no BO guards. I was told of a NPC in open/active zone WC but saw nothing.

Perhaps a NPC in capital cities like the SC emblem awarding quest guy but for medallions is in order?

Edit: Also, is there really the need for the long treks to the Keep Lords just to pick up the medallion awarding quests? Can't we put them in WC's?

Can some Dev/GM or any other "titled" person say where to deliver those medallion awarding quests that require BO guards please? Or are they undeliverable atm?
Or make an NPC like the scenario one in capital cities please. Them quests are just gathering dust atm on the quests page.

No, you can't turn them in as of now, maybe the NPCs will return, maybe not

It was directed at GM/dev this time because naturally the guys that handle the coding and what not of the game know more than us common folk.

You can't turn in the quests for now, maybe they will be reintroduced, maybe not.
You earn conq on each lock, also each lock is at least 1 from white bag.
