Why the blue bags in T4?

it doesnt give me genesis instead of an Empowered. How is it?
I remember the patch notes have updated blue bags to Genesis. Right?

Strange ... got genesis shard from blue bag 2 days ago. Sure that bag is from T4?

Sounds like you got a blue bag in a Tier 3 zone. Even though it's all "Tier 4" rewards are still gated slightly based on the actual zone.
