Wildly fluctuating Renown from BO ticks

I'm trying to understand what determines how much renown you get from BO ticks. Yesterday I was getting around 17 at most BO's, I log in today after the newest changes and everywhere I went, including BOs I was at yesterday, is only giving 1. I check everywhere, ask everyone standing around, everyone is just getting 1. I figure its the changes, sleep a bit, just logged back in, now I'm getting 30 at a BO I was getting 17 at yesterday, what is going on?

I'm aware AAO can affect it and I assume the distance from your keep or WC has some factor but that doesn't explain why it would change so drastically on the same BO from 1 day to the next, and when I was getting 1 I had AAO on some of them so that's not it either.

Edit: Ok, I was just at a BO in TM, everyone was commenting how much it was giving (was 30 for me). We had 20% AAO. Order shows up, they wipe use, we take it back 2 minutes later, now it's giving 20 a tick instead of 30 with way less people on it and our AAO is 60%. Moved to a BO in Eatine. It's giving 15 a tick. Then 12, nothing has changed at the BO, then a minute later 15 again. I can't figure this out at all.

Edit2: was getting 15 a tick in TM, the moment we took the keep it went up to 30, so apparently that is 1 factor.

Yeah, I also noticed it was the same with influence, you sometimes get 21 and sometimes 15.

The higher the Tier the higher the renown.

The higher the keep rank the lower the renown.
