Questions about this Client Patcher thing we're waiting on

1) What is it?
2) What does it allow RoR staff to do that they can't do now?
3) Who owns/producer this patcher and why don't we already have it (i.e. who are we waiting on and why?)??
4) What is the ETA on this thing?
5) If this is a tool that allows custom changes to game, how has the staff been able to make changes that they've made so far without this tool?
