Why allow xrealming so quickly?

Ok so forgive me if this is a stupid question as I am a bit new to RoR, but here goes anyway lol.

I have been playing Order now for a few weeks on a RP who recently hit 32. I noticed in T3 a few times that Order would have 2 almost full WB's running and Destro would have maybe half that. Within a short time suddenly Order was down to less then 1 WB and Destro would have 2 full WB's and all I would hear in the group is how frustrating it is to see people switch realms so often.

Now I am not saying only Destro does it and I am sure they don't, I just happen to have experience with this particular set of experiences.

To eliminate the CHANCE of people switching realms in these cases, why not put a 2 hour lockout timer on switching realms or something? I don't know why people would switch when a RvR area was about to fall, but I can't think of any other realistic reason for the sudden drastic change in numbers.

I am certainly not against xrealming and could care les, unless it happens to affect an RvR battle like the couple I have ran into. This was not a 1 time occurrence, this happened 3 separate times in an identical manner. I also am not into rumors, but when I asked about it the response I got is that it happens in T3 all the time. I am not sure if this is true or not as I have not been playing long enough, but if it is true that is pretty disheartening to someone who truly loves the 2 kingdom system with such a wonderful RvR battle system.
