Ring of Crit Reduction Help!

I was given a quest to pick up with a Knight in Altdorf, this quest would lead me to the ring with a critical chance reduction.

I started the quest that took me to the portal in Talabec, inside the Skaven Cave I finished a quests section but it did not give me any ring and the NPC gave me no more quest.

Where did I go wrong?

IT is bugged, the guy you have to talk to dont have a quest mark over HIS head. I think you should talk to the dwarf (not the one by the bonfire)

Yea, quest finish NPC is in the skaven cave.
