Guard high priority targets, meaning if the high priority target dies, your team will most likely lose the fight. Your job as a tank is to prevent that important player from dying.
Often, the highest priority is on a mdps player who has high renown rank, high gear, who knows what they are doing and who is going to brutally :| the oppositions front and bacline if you just ensure their survival. This may include guarding a maraWL/choppaSlayer/WEWH, depending on your previous information about that player and whether they are capable of slaughtering the enemy lines with the help of your guard. If there are two tanks and two mdps, then each tank chooses to guardhug one mdps and hopefully sticks with that plan.
If however things do not go as planned, and the enemy either ignores your mdps or there are none, you may need to switch guarding to healers, or if the situation is that there are many enemy WE/WH sneaking around going for your precious backline supporters.
General guarding rdps is a low priority, that is unless there are no mdps, or all the mdps player are low ranks and unlikely to achieve anything anyway, you might want to guard a high rank highly deadly rdps who will be the one deciding who dies and who lives, and with your help, the rdps player might just be able to save the day for your team.

In general however, plans change, enemy plans change, and your priority of where the guard will help your team most will change. You might have to change guard every 3 to 10 seconds even, placing it on whoever is taking the most heat from the enemy and doing your best to mitigate that damage for your team.
Situations and setups and fights can be vastly different, sometimes the single healer of team really needs the guard most, or sometimes you might end up guarding the sorc/BW who really knows what they are doing and are likely to be a deciding factor in the fight, as long as they stay alive.

You will eventually learn how to guard and whom to guard as you keep playing, you will learn which dps is worth guarding and which enemies you are going to need to focus with your CC.

Sometimes it is hard when a crazy melee dps just runs solo like a maniac, and the other ones are doing the objective. So i guard anyone that is near me that need it, because i always play the objective ;-)

( there is a touch of sarcasm there because sometimes i get that blood lust and over extend)

If you are learning to be a tank and I assume you are talking about pug situations - random scenarios and open WB rvr, I advice stick to a learning curve. Dont try to do everything everytime. 99% times u will fail and and your team will blame you. Every sc or group u are in take as experiment and learn one thing after another, but only if u are confident about previous step:
Swap guard, make convinient keybind, you need to use it instant, practice swaping guard and follow your target (try to be aware where is your gaurded person)
Pick 1 melee dps (best is ST one, WL, Mara, WE, WH. Forget about slayers and choppas, they tend to use aoe attacks and you wont be able to focus assist. Get addon swift Assist and mark your guarded person. Follow it now, stay on close range and CC/snare/dbuff his targets and only them. Try to understand when he charge, who he charge and is there any danger around.
When you see danger for your guarded person use challenge.
When you know when your melee attack and when he stays back for recover try looking for other targets to guard, like attacked healers, pushing opponents etc.
After some time you will "read the situation" and predict how battle will go so u can be on a right place with right skill.
Forget about guarding rdps. Mostly they will be away of range, and even focused they will run away of you than run to you for guard.

there are some check lists.
who is more focused, who is closest, who is doing defensive maneuver.
so it's mostly healer in pug. often dps in premade.

scoreboard is not a good thing to check player.
you can see who have target sense, which rdps know his max/min range, pre-kiting and
which mdps know his limit line to push.
they are prior guardee and easy to guard. rare in pug.

overextenders or tank hitting short sights are problems.
they need to learn their limit. playing without guard/heal is a good way to learn. so I help them :twisted:

Most Tanks in SCs: Guard the healer then spend the entire fight in the other teams backlines, out of group heal range and LOS, and then bitch when their entire wipes and call the healers bad.

Probably out of self defense for getting yelled at by the healer and/or RDPS.

Healer/rdps: "Why aren't you guarding me?!?!?"

Tank: "Because you are standing 50 feet away from the main fight where I'm trying to guard the MDPS. Better question is why aren't you staying close enough for me to guard?"

Quite frankly it is a miracle anybody plays tanks (in this or any other game). While they can be easier to level with XP they have more limited options for collecting renown than other archetypes and an enhanced ability to collect "friendly" aggro.

Ha, here is a man who dont play a tank on order.

Reality: tries to guard healer: is melee healing WP with le-generic DEUTSCHLAND name. Runs into destro melee ball, dies. Rages, continues to do same thing over and over again.

"No problemo, will guard melee dps."

Is order. You and melee wp are only melee on the team.

"No problemo, will guard fireclowns."

Two level 32 choppas charge your backline. All the fireclowns high tail it back to spawn.

"No problemo, will guard ranged healer."
