Balance Forums and class balancing in general

In another thread where I was arguing for the return of the 5 second cool down for the Magus' Bolt of Change ability one reply stated that the Balance Forums are closed: no work is being done. Is this correct?

What are the plans for class balance moving forward?

We plan to balance classes in the future.

From what I understand, they have the WP/DoK overhaul planned for after client control, and will hold off on class balance until peak gear advancement.
