Official Career Builder - Level of Abilities/Values

The career builder linked above on the RoR website. At what level is the effectiveness of the abilities shown on the builder? ex.

Does it show the ability effectiveness at lvl 40 with no mastery points spent? If the listing shows the value of the ability for the level at which it was gained, is there a good way to extrapolate it to lvl 40?

I'm gonna take a guess and say it's base damage at lvl 40, no modifiers at all

I think you are correct. Some of it matches my RP but I tested it quickly. Was hoping someone had tested it more extensively.
