The truth here is that I don't know which path to take, and I'm unwilling to perform any balance changes with the uncertainty present, so I'm going to be honest and take the option I outlined in the OP.

The balance forums will be locked until further notice.
Is option I this one?
- Ultra-simple: Gear has a tier level, and the sum of the tier levels of a player's gear is used in an opposed check when interacting with another party. The relative factor, with a suitable cap, is used to modify the output of certain calculations (for example, for damage.)
Q: are you also planning on doing anything about growing wounds/health from gear or leave them as is?

(1K damage on a 5K HP-pool != 1K damage on a 9K HP-pool)

I don't think that is a Roman numeral 1. I think the option referred to is:
"Failure to satisfactorily resolve the problems presented in this topic (and thus using the old model) will result in the balance forums being locked until endgame gear is completely implemented."
