Connection problems. Possible ISP block?

Greetings. I have been playing normally for some time now, but after a brief ISP maintenance yesterday I couldn't connect anymore.A few hours of investigating the issue later, here's what I noticed:

1- In the launcher, the Webserver status is red and the Login server status is yellow. I've searched around and tried every suggested solution before moving on, including resetting winsocks, but nothing worked.

2- One of the solutions was to redownload the Launcher but to my surprise, my connection to the server where the launcher is hosted (http://launcher.returnofreckoning.com) timed out multiple times. The DNS seems to be resolving the address just fine, giving me 5.196.208.101, but I simply cannot connect to that IP/server. Also tried on multiple different computers in the network to no avail.

3- I also play on a Vanilla WoW Private Server called Elysium and I also lost the ability to connect to their servers. Their login servers are located at 164.132.233.125.

4- Just out of curiosity, I decided to check where those two servers (RoR and Elysium) are located and I noticed both are located at France, Nord-Pas-de-Calais, Roubaix, under an ISP named OVH SAS.

5- I tried connecting to both those servers using my mobile 4G, which uses a completely different ISP from my local network and both worked just fine. I also tested connecting through a VPN

Bottom line is: can my ISP be blocking connections to your server's ISP or vice-versa? If so, why and how would that happen out of nowhere? Is there a chance it's something in my end? Has anyone ever got this problem before?

I just want to make sure before I contact my ISP and try to explain the situation, since their costumer support is abysmal.

It's doubtful your ISP is blocking ROR ports. I think ROR uses 4084, I forgot but that's not one ISP's generally block. Usually for home customers they block 25 (SMTP) and some botnet ports (rarely).

You aren't the only one with issues. Try a VPN and see if you can connect. I suspect (random suspicion) it's their DOS/DDOS protection causing the issues for MANY OF US.

Finally resolved my issue! If anyone is having similar troubles, I managed to fix it when I changed my ip address. For some reason, like Kobra suggested, the ISP that hosts ROR and many other gaming servers blocked my old IP address from connecting to any of their servers. That was quickly fixed when I managed to change my IP.
