Cooldown on abilities but nothing happens?

Starting to happen quite often, and only against certain players from certain parts of the world. Maybe its a bad internet connection for those players or something? Just makes for quite the unfair advantage. I can post video showing what I mean if anyone wants to see what im talking about.

More a Bug Report I would say.

Please put bugs in the bugtracker.
I'm also working in support, and without a ticket I can't work.

It happens to me veryy often...poping witchbrew doesnt give me the proc and adds a cooldown on the skill..

Playing from brazil...

make sure you dont have a standard equiped, they visual dissappear on zone change/travel
