I've noticed on several of the classes I've tried so far - see non-healing classes - that there is a lot of downtime when doing PQ's, quests, etc. The mobs do a pretty significant amount of damage and after 2-3 I have to sit and wait for a period of time. It'd be awesome to have the ability to recover out of combat much faster.
Other games have implemented such mechanics. I know specifically SWTOR had it. I understand this isn't that game, but I can't see any benefit to downtime standing around waiting to heal. In RvR I can understand the desire to not allow fast recovery as you're PvP'ing. In PvE, it seems to only slow the process.
I'm requesting to either add an ability that allows you to trigger it and recover after 'x' seconds out of combat (PvE only, or longer cd for PvP), or a flat increase to recovery out of combat (again in PvE only).

You are right, I agree with this. But the teams focus atm is not on pve, and I'm not sure how this could be implemented, because life regen aplies to a character after every 'combat instance' (and the amount is always the same afaik), so I don't know how the game would recognize which combat is pvp and which one is pve. But then again, I have no idea about coding a game so yea

This has been suggested before and probably wont happen as its comparatively short time to regen life. If you need to regen faster then buy up on cheap potions.

For the sake of discussion, I did some testing last night. At level 7 on my Marauder, using Brutality, fighting a level 7 mob, it took roughly 7 seconds to kill it. Post-fight, it took around 10-11 seconds to heal back to full. Fighting two level 7 mobs took about 17-18 seconds, healing back to full post-fight took 23-24 seconds.
I spent over half of my time standing around waiting for my health bar to come back. Its not a situation where you can continuously pull with lower health. You are essentially setting yourself up for death.
That means over the course of a half an hour, over half that time will be spent standing around if you aren't a healer. Now caveat, at 8 I got monstrosity and that is a big improvement. But my black orc didn't have healing, and neither do many many classes. The "solution" to buy potions doesn't seem plausible either. 1) At low level they heal 100-300 hp, so at max 25% hp. You won't heal back to full using this mechanic unless you're chugging multiple pots. This will add up quickly. Unless they sell for copper, you're burning through money that will be spent in T2/T3 flying to zones for RvR. My Black Orc for reference has been RvR'ing in T2/T3 since he was able to at 16, and at 25, is now below 1g. That was without buying anything the entire time I levelled.
This doesn't seem new player friendly that doesn't have massive amounts of gold on their mains at 40, nor does it promote active, fun play.
