Custom Cloaks?

Is there a resource here or elsewhere for the custom/unique look cloaks that were available in live?

I believe so, yes. In particular, I had done the unlock for the Shawl of Spring and was just curious if those were implemented. I had went to the vendor in Altdorf but didn't see it available. Perhaps I just didn't look hard enough

All of them should appear as available in the vendor list, regardless if you have the unlock or not. But you can only "buy" them if you have the unlock. My guess is you missed it, since it's reported as fixed on the bugtracker. :)
