Battlebrew Backpacks

So these have made their way back in game, and I wanted clarification on a few things.

Mainly, how long are they available to earn?

How are they earned? Most have reported that they got them in rvr drops.

doubt these will be castable while un-equipped. It used to be so nice having free 700 or so un-mitigated undefendable ranged damage. On any and all of my classes. Keybound worthy on live for sure.
Word of Pain and Boiling Blood are no longer able to proc anything. The Bright Wizard College has confirmed this is a big deal. (stealth nerf)

Sadly they look the best on dwarves, never liked it on the Empire really.

I doubt they will have anything close to that OP ability.
