BUG ! descripton missing for spell and stuff

Dears friends,

i can´t see the descriptions of my spells when i pass the mouse over, or can´t see description on the stuff i loot !

Maybe i bug because i use the french client ?

Help plize txs

You may have turned tooltips off.

I had the same when I started at RoR, as far as i remember it was caused by an Addon. But sadly I dont know anymore which one it was.
