I think a permament faction lock will do more harm than good to the server.
there are many players that play both factions and have multiple geared r40 characters in both factions. What will happen to the characters on the other faction if a permanent lock happens? will all those hours of leveling, farming renown, emblems, medalions, etc etc just vanish? that's a huge "F you" to a lot of players. and many of them will probably quit.
There's also a bit of randomness involved. What will happen if most of the competitive guilds will choose X faction instead of Z?
One side would be crushed by heavily organized and skilled players, leaving that faction with litte to no competition.
there's also the issue with multiple accounts. one could simply create another account and X-realm with it.
the best solution in my opinion would be to lock all rvr rewards after changing faction. the lenght of the lock could be tweaked accordingly to what's needed

I play "hardcore" casually. What I mean by that is 40 + hours a week, but split up between 6+ characters and both sides. I have no guild as I an alt a holic and play random times. I DO try and jump to the underpopulated /losing side to help out. I'm not the only one. The question is which will hurt more, losing the ability of players to do that, or continuing to let people switch over for easy wins.
To be fair the second they implement city siege, cross realness will destroy balance.

Come on, its not that hard to understand. He means, you can switch to the other side, once a city siege is done. Exactly, from the suggestions offered so far its definately the best solution if its possible. It actually would make a lot of sense as the zone reset would offer exactly that, a fresh start and a chance to switch realms if you wanted. You could be locked down in a contested campaign for a few days at a time at worst but then if you wanted to switch realms people then have an incentive to help the realm push to the city, so it may bring more people out into the lakes as well.

Totally agree, imo the best way to go if that is possible at some stage. I think that can be abused by people that actively play both factions. After city lock what you need is to find out what other pro/best/well organised/big groups / guilds are gonna do and switch to same faction as them. After all this is a game that hundreads up to a thousand playing at peak. Countering by : "but others will switch to other side for challange and/or aao" - if that would work then xreamling would never be an issue in first place and this topic would not exist.
