Is the Website stopping new member apply?

Hey there, Happy New Years!

I'd used my IP and helping a friend from Eastcoast US wonna apply a member account, not allow apply and pop-up this message:

Is the Forums and Game stopped new member apply now? Any advice will be appreciate!

It, pretty much, speaks for itself. Just use an anonymizer.
New members are, obviously, welcome.
Means determine end.

But why can't apply new member? IP blocked! I think probably email address was in blacklist long ago, not my email address. I notice him change other email address then try again.

Anonymox, a firefox browser addon, will download web content for you (with their IP addresses) thus allowing you to use it. Their IP becomes your IP. Useful trick in evading youtube's stupid "Not available in your country" bullshit.

Anonymizers aren't working and several people on reddit tried to register for an account and it's not working for them either.
