I'd used my IP and helping a friend from Eastcoast US wonna apply a member account, not allow apply and pop-up this message:

Is the Forums and Game stopped new member apply now? Any advice will be appreciate!

But why can't apply new member? IP blocked! I think probably email address was in blacklist long ago, not my email address. I notice him change other email address then try again.

Anonymox, a firefox browser addon, will download web content for you (with their IP addresses) thus allowing you to use it. Their IP becomes your IP. Useful trick in evading youtube's stupid "Not available in your country" bullshit.

Anonymizers aren't working and several people on reddit tried to register for an account and it's not working for them either.

From another thread:

It's just a check, to see if IP-adresses are blacklisted for sending spam mails. This is important, to protect your own mail server from being spammed too much.
The problem is, that most people have dynamic ip adresses. So if someone spammed mails in the past from the IP-adress you have atm, you maybe have problems with your mails due to blacklisting.

You can try to log into your router via your web browser and renew your IP-adress manually (if not possible, pull the power plug and wait a few seconds before plugging it back in).
