I don't know if D&D came up with the idea originally but they certainly have perfected their method of capitalizing on the proc rate so props to them for trying something new and thinking outside of the box.
I was the WP in a screenshot Niky referenced earlier in this thread. This was the second CW we played against D&D that day. As Danielle noted we only had one death during the second game which was mostly due to both tanks using Destroy Confidence to remove FT. Of course, as Loengrin pointed out, it doesn't take much effort for the sorc to reapply his buffs. Either way with Destroy Confidence having been removed this pathway is now closed.
Those watching last nights stream probably noticed that it's now common to bring a sorc/bw instead of a second mdps just for the proc tactic. As more and more people are jumping on the bandwagon the choice is essentially to either bring your own procs or hope to somehow survive the damage and wait for the enemy to make a mistake.
I think at any given time there will always be "The One" group composition that is more efficient than others. The question on everyone's mind now is wether proc meta is the new status quo. So far the only people who appear in favor of the idea are members of D&D who are arguing their best to keep things the way they are in an obvious attempt to stay relevant. Azarael hinted at planned changes but at this point it's unclear what (if anything) will be done about the situation.
It will be interesting too see where this goes next.

I've fought against Proc Meta comps and have been able to out heal the damage if not executed correctly
It's funny how a lot of people in this thread tried to run the proc comp and lost every time and stopped playing it, and are now complaining it's overpowered when in fact you didn't execute it right / didn't reapply procs. And there are counters even to the Proc Set up, I've fought against them.
