Honestly, it is. Damage output vs Damage Mitigation + Healing is a formula NOT to mess with. Everything is balanced around that.
If you're going to debuff anything, debuff wounds. To stop keep camping you can implement a wound debuff that stacks and cant be removed unless leaving keep vicinity for a period of time or capturing a BO. It is a far more balanced incentive than messing with damage multipliers!!!!!!!!!!!!!!

Its basicly the same as increasing dps of eveyone except its still healeble to some extent. Boosting dps and healers just becomes pointless. They actually had this system on live for a while. Want to clear the stacking wounds debuff. Move away from the keep for its debuff duration.

I dont remember it on live, but there was a lot of different things over the course of the game.
I would like to see DR scaled back to just less outgoing for the zerg side, this will increase TTL for the underdog side. Make the buff keep only, but based on zone pop.

The problem with also debuff the damage is that it makes allready low dps classes wich are the classes who allready struggles in the game even less desireble in rvr. All changes done to dmg miltipliers just promotes bringing more BW/Sorcs and Ch/SlL to your warbands as these classes loses their drawbacks and gain even more of their strength. Aswell as the damage goes up it will be more important to bring fast casting heals to deal with the burst dmg and WP/DoK will just be even more important and repalce any utillity the other healer classes gives.
