The amount of times I have used pistol whip and target doesn't go down, 1v1 fight so no they are not immune, and yes I have checked combat log and says pistol whip hits the target and does damage. have used BaL and it goes on cool down but never hits my target and still have my accusations. Only ever get upset if its the reason I die.

Not sure why it happens but it does. Now the fact that I feel like I do less damage in RoR then I did in live is another threat topic
