Blue and Purple drops in PvE

I haven't had a chance to play since I saw the announcement on blue and purple drops in PvE. I am just curious to know about tiers and levels. Can blue and purples drop in every tier? Can they drop from normal mobs or just champs and heros? Can you get level 40s or are they capped at a certain level?
