Debolstering philosophy/questions

Just a couple of quick questions about debolstering:

1. The ingame explanation says that to debolster to t3 you can't have any gear equipped over level 28. Is that intended to force people debolstering to T3 to not use the devastator set? It seems odd that debolstering forces you to play significantly under the power potential of the tier. You already have a lower renown and mastery point cap than the top of the tier. Maybe this is the design philosophy for debolstering? It seems odd though given that debolstering to t2 you can still use full Obliterator and debolstering to T1 you can still use full decimator.

2. Do you still gain influence while debolstered? I have heard conflicting answers about this.

decimator has Item level 11 and can't be used in debolstered T1 iirc

As far I know, you're not able to farm lower-tier RvR-Inf once you outleveled the tier.

Sullemunk it goes by equip level not item level. I've debolstered in t1 and used decimator.

You can still use the influence rewards.

1: It does indeed seem like that is the intended handicap of debolstering. Precisely why this was thought fair is another question. Perhaps it's simply to make it less attractive to debolster. Stalker gear can still be used, though.

2: Yes, you can earn both influence and renown - but by kills only. So you will not get any inf/renown from zone locks. I'm a bit unsure whether or not you get a loot roll in keeps - but I'm leaning towards 'no'.

i'm pretty sure decimator set WAS not allowed
restriction WAS by item level not minimum rank
i don't know when but they changed this restriction goes by minimum rank
so u can use 33 lvl / min 27 weapon in T3
i'm not sure this is bug or not
it will be helpful if devs write it in .ror debolster
