Outbox vs. Sent Messages

I've noticed a few times a msg staying in the Outbox folder, but it says the time/date it sent.

Does it wait a certain period of time before moving it to Sent folder or sth? Just want to confirm that they are actually being sent.

PMs remain in "outbox" until the recipient opens it.
