The majority of players will play and do stuff so that they can be rewarded. Running across a rvr lake capping BOs for zilch and then hammering on an empty keep to receive zilch turns people off. Even if it was pvdoor pre-patch, in my experience there was a lot more rvr in general. I would say an easy temporary fix atm is to reward players for capping BOs. Then whatever plans devs have for their new system can be implemented when they are ready.
Edit* Maybe make BOs harder to cap. With one hero npc to prevent ninjaing. And with neutral BOs, a group of hostile npcs on both sides, to prevent one player to just go in and cap.
