Yes, T4 players will be able to debolster into T3. When T4 rolls out, we will be...

1. Reducing the tier caps back to normal (1-11, 12-21, 22-31, 32-40).
2. Adjusting debolster accordingly
3. Potentially reducing the debolster level slightly below tier-caps
4. Finding ways to make the debolster system more convenient, like automatically switching gear, or saving and loading specs for specific tiers.
