Magus Mastery bug?

I am a rank 19 Magus and I spent 4 points in the Havoc path to get Fiery Winds that makes
Red Flickering Flame target an extra target. But it doesn't!

Any1 else with this problem?

What tactics have you slotted in your tactics bar?

Fiery Winds is the first ability in the Havoc path, u need 3 points to be able to spend the 4th to actually get the ability, and I've done that. Nothing happens

After re-speccing 4 times it now works....I have no idea, I did the same things 4 times. ty and sry
