I prefer initiative debuff over the heal debuff its better to ensure the group chain lots of crits together than reduce healing by another 25% imo.

Later sets provide aa haste even if its not 50%

while WH has 50% aa haste

with tactics like frenized mayhem, masterful trechery, taste of blood and abilites like perice armor WE does more raw dps i believe than WH which balances out WHs 50% aa haste

Agreed. I'd honestly like to see more tactic options on WH.

To clarify before I post my response, I know you made an offhand comment about an old tactic with rose tinted glasses, I do it myself all the time and I know you were not really calling for a buff but I realized I was sounding like a dbag in my response and twisting your standpoint to suit my own.

This is what I wrote before I caught myself, the points are valid in my opinion and Im always happy to talk about how things used to be, perhaps once t4 is settled and the balance forums are up and running we can start to revisit old ideas cast off by Mythic but I am doubtful that 50% chance to proc kisses is likely to arrive

All it does is open up options. I am sure most people would not even run it. People did not even run the tactic in the past as 5-6 other tactics were better. The reason why it could have been consider OP in the first two months of the game was the fact proc work off of procs. So, Night fall and frenzy + kiss of doom + auto attack haste from T2 gear = dead in seconds with crappy gear and low rank. The issue were procs and how they worked and broken proc rate of those two daggers.

After those were fixed, KoD was never used and everyone went gank spec or full OYK.
