To reuse an example I bring out often, If Redeye were available from Gunbad, would you demand that we let you purchase Redeye with medallions, just because you hate doing dungeons? Would you insist on being able to get Mayhem with Scenario emblems, because you hate doing PQs? In either case, I would laugh you off the forums. If you don't like doing scenarios, you don't get scenario gear. If you don't like RvR, you don't get RvR gear.
As a NA player, I understand this makes things slightly more difficult for us, but that's just tough. Wait for keep bags, play on the weekends, and organize more fights. We cannot, and will not, compromise game design because of a low player count.
That being said, the NA population has been slowly growing in the recent months, and we've been talking about incentives/a celebration event to try to thank the growing NA population for playing, and to encourage more people to play during those hours. Maybe we'll look at fast-tracking something like that.
Forgive me for repeatedly bringing up the question on the new player base, I really care alot about this private server and I want it to succeed and keep expanding majorly which is why I always cater to the new players (even if I get bashed for it by some)
