You can only level up to Rank 10 and Renown Rank 20, that is correct.

Ok, thanks, I'll be patiently waiting for the further development of the game, and it is worth, how can I get Renown Rank?

While the rewards for taking BO's and such are not ingame you do get renown by killing other players. So head out in the RvR lake and the Scenario's to kill some stunties!
