Second toolbar randomly stops working

At random most abilities on my second toolbar and morale cannot be fired from keybinds, I have to click all of them manually. Only thing that fixes it is hard logging.
Zuuka - Okayzoomer - and many others
Khandikhaine/Ligmuh/Egf - Meatcircle - Ukruton - and many others
Old School / Lords of the Locker Room

Same thing happens to me. No idea what causes it.
