Missing d3dx9_34.dll?

Hello again

So, my brother has been trying to get RoR to work, and we have done everything as it should be done, placed the RoR launcher in the WAR folder, but when we try to get him logged in we get an error saying "couldn't start the program because d3x9_.dll is missing on the computer"

Is there anything we can do to solve this?

Need to install DirectX 9. Here's the link to download it.
