There is a right and a wrong response to this. Give the wrong response or fail to account for a counterargument, and you'll never see it implemented.
i want to preface this by saying that i am not so eloquent when it comes to discussing things of such nature
your right, but at the same time if the buff kicks in too early then the whole purpose of this "incentive" is lost as it is ment for you to stick by the logged on faction
one thing that could be considered is have the buff when you log on but have the scaling done in such a way that sticking to your realm really matters
such as:
x mins : inc exp rate
y mins : inc rr rate
z mins : inc drop and/or medallion chance rate
And potentially make one or all scaling
that last point could also potential help deal with the potentially barren NA playtime issue as it would encourage people to stay on longer and choose to play RoR over other things/games they have access too
therefore even if you have players only in for a short period of time they might not get increased rop rates but they could still get faster exp and also perhaps faster rr
then you could modify the mechanism so that if they do switch sides this buff would be lost for a set period of time or you could have it refresh that decision is up to the devs
This concept of creating mechanisms to encourage players to continuously play or choose to play a game over others; is nothing new
Back when we were in t2 with 26/40 a lot a players lost interest in the game or got burned out and left till t3 came, if something like this were implemented it could encourage players to stick around create alts since they know they can level them faster and gear them faster/eaiser due to this buff style mechanism
I dont know if my response is the correct one as trying to make arguments like this is not my forte
