Okay I am no software expert but I have had a similar issue with another game "eve online"

Basically same problem you are having. The only way to login is by enabling a VPN. This is caused when one of your ISP hubs (again I am not a PC guy so maybe I am using the wrong terms) is seeing RoR as some form of shareware and killing your packets as they travel through the hub in internet land.

Using the VPN you are effectively tunneling your packets to another location, which in turn bypasses whichever hub is blocking your data.
I am having login issues as well but fortunately I maintain a VPN. Let me try that and we can see if its VPN in my case too.
In the dwarf language there are over 500 words for the concept of revenge, and only one for the concept of forgiveness.

Not the same issue... Try logging in today. I wasn't able to loggin in but then suddenly it popped and all was well. Logged in both with and without the VPN running.

You might use something like http://www.canyouseeme.org/, but to be honest the result won't be accurate. You can also try something like ShieldsUP!

If you haven't changed anything in your configuration it's almost 100% sure they block your port. I would recommend trying to connect over vpn and see how it works. If you connect there's your answer but seriously calling your isp is much faster than looking for a vpn, and you don't have to pay for it.

ISPs block ports for many reasons. I would call them and ask, if they tell you it's not blocked you can start troubleshooting on your end. Just don't tell them you cannot connect with return of reckoning :D simply pass them the ip and the port.

Friend of mine uses same ISP and gets same error. But we tried to use VPN,it is working on his computer now while VPN is working. Not on mine

Then there's your confirmation. Call ISP and ask to unblock it. They block ports for many reasons but usually it is not a problem to unblock one particular port for a particular client.
