Max rank and low level tier

Hi,

If I max out my character, can I still play in lower level tier RvR area with my friends, or do I have to lock my xp (if that is possible I'm new) ?

You can't, you will be turned to chicken when accessing low tier RvR zone. And there's no Xp-switch in RoR. You can still create another char and lvl up with your friends.

yes T3 often have 3 v 3 WBs running more than enough ppl to have fun with!! :)
