[Engineer / Magus] Electromagnet&Rift

Identify the issue:
Electromagnet & Rift will be having too much counterplay in form of AntiCC immunities, soft casttime setback, and mobility if the delay continues to be 1sec after a succesful cast on the pull abilities.

Explain why it is an issue:
Last weekend Engineer's Electromagnet was unfairly changed. The idea was to match the two abilties and mirror them, while I completly agree and think this should be the case forward. I think the change should have been the other way around, and instead of reverting to both abilties having 1sec delay, they should instead have no delay for both classes. And here is why;

With the addition of Swordmaster and Blackord group immunities briefly to their groupmembers the whole flow of largescale RvR have changed. Having an arguebly weak AoE assist / utilty spec on Engineer & Magus, and a 30sec long core cooldown in the Mastery tree, that is now easily countred with immunities makes the specs feel too unreliable and more of a wildcard. You can still do good occationally, but you are a wildcard and it is much less in the player's control IF you catch the targets you want, and when you want.
In a warband setting as a "puller" you are likely to be in the front, or easily spotted to the side trying to flank around the tankline making you stick out. This makes it really easy for enemy players to spot you because of the playstyle of the build, and with the new immunities they can too easily neglect your entire role in a warband setting simply because there is too much reaction time before the pull effect

Not only do the enemies have time to activly react, but without the instant pull players and the battlescene will change and move away from the spots they were originally in, when the EM/Rift is casted and by the time the effect goes on, the players might due to a list of different reasons no longer be within range or able to get pulled.

From a Realm ballance perspective it only makes sence to have Engineer and Magus being mirrored when it comes to this niche role. However when Destro "Get to the Choppa" is included in the mix. The option to pull-on-the-move into the "displacement battle" Order really just need this option to being able flanking around the tankline, fish out a few midline / backline core targets in a gamechanging move without the tank frontline have too long reactiontime(but not impossible). Changing Electromagnet and Rift to pull instantly on succesful cast will give Order this option, while destruction might have more of the same options for this manouver, but they already had this available to begin with in form of the Choppa class.


Proposal:
Make Electromagnet on Engineer, and Rift on Magus both have a 1sec. casttime and fire of instantly instead of having a delay.
