[WH/WE] Van Horstmann's Speculum/elixir of blades

Problems:

1-no real use in small scale and in rvr (this was alredy discussed so additionl problms can eb found in the past proposal alredy gone into discussion) due:
A-some need to attack you( most likely a wasted GCD and more usefull in solo if alredy used openers post stealth).
B-cant proc multiple times x GCD

Solutions:

-Make the skills a radar for the map similar to what we used to have for skaven in 1.4.8 of course maybe a less potent (less radius/smaller?) Maybe more restricted ( party restricted ? Maybe too much instead wb restricted ?)


-maybe block on spot while using radar as malus
-maybe let him see who can drop resource in rvr.

Aim:
give more space to we/wh in orvr


P.s: probably give a more lore looking name to WE one (ex: elixir of the feral), anyway proposal is also open to other kind of radar i took the idea from wh skill's name "which also involve look inside and most likely involve an oculus too
