[BW] Change to Flash Fire

Issue:

The recent Flash Fire change from a 6 second ICD and insta cast on disrupt to a 3 second ICD and half cast time (With being able to cast on the run) on disrupt is a buff to RVR and 6 man AOE spec BW's, and a severe nerf to single target BW's.

Why this is an issue:

With the changes to dot avoidance a few months back, single target (instant & dot) spec BW's were required to run flash fire and burn through tactics to be effective in dealing out spike damage to bring down targets. Flash fire was absolutely a required tactic that a majority of BW's used in single target. With the new change to flash fire it buffs the AOE BW in RVR 12 mans and War Bands by giving out a half time cast (On the move) every 3 seconds which paired with the CQ tactic is super OP.

For Single Target BW's, The problem with new flash fire change is that it takes a required tactic for single target and makes it totally unreliable. The buff is consumed at the beginning of cast and you can lose the buff under the following conditions: lose line of site while casting, casting on a target target that dies before you fire off your ability, if you cast and the target runs out of the ability range when initially cast. Also it's never stated if this is working as intended and Flash Fire is on the bug tracker under ID: 11247.

Proposed solution:

1. Return Flash Fire back to insta cast on disrupt.
2. Move ICD from 3 seconds to 10 Seconds. Side note: Flash Fire was moved to 6 seconds ICD after dot avoidance change rightfully so as it was OP.
3. Do not let Flash Fire tactic stack with Close Quarters tactic.

Declining. I think Flashfire works pretty well for its intended use now and don't see Torque touching it further.
