WH post patch adjustments

Hello together,

thanks for the effort to keep the game going.
My proposal is to make Exit wounds and the blessed ammunition tactic more viable and the WH class more on paar with the WE class.

For this I think EW should be reworked into ignoring armor completely like sacrificial stab on WE does. And to buff the EW DMG until it can produce crits around 3.5k similar like SS does and also apply the 40% snare.

Incendiary shot should always apply the active bullet effect in general.
The blessed ammunition tactic should reduce the CD of IS by 5sek and make it apply all 3 bullets effects and dmg or have completely parry and block strike trough.
